Increase The Capacity of Village Head in Managing Village Fund

In the last two years, Tanaoba Lais Manekat GMIT Foundation has been assisting and training village apparatus and community to increase their Village Law Number 6 Year 2014 implementation capacity and village fund management.

 TLM Foundation focuses more on village fund management where the amount of fund keep increasing every year and it can cause an opportunity for fraud to occur. The programs of TLM are village fund planning, implementation, supervision, one of them are BUMDES (Village-owned enterprise) forming.

 The program run by TLM to improve Village Apparatus and community’s capacity is training on Village Law Number 6 Year 2014 and forming FORKOMDES (Village Communication Forum) at Provincial and Regional level  as information sharing forum for village heads.

In Mei 2018, at the date of 2 to 9, TLM Foundation conducted training on village fund management and Village-owned enterprise (BUMDES) forming in 2 regencies, they are TTS; in 4 sub-districts (Central Amanuban, Central Molo, Batu Putih and South Amanuban), and Rote Ndao Regency in 3 sub-districts (Lobalain, Central rote and Southwest Rote). In this meeting, TLM Foundation involved member of Regional Representative Board, Abraham Paul Liyanto as the spokesman. Abraham Paul Liyanto is one of Senators and Politicians of East Nusa Tenggara who has been elected twice by NTT people as their representative for Republic of Indonesia Regional Representative Board.

As one of Regional Representative Board members, he regrets that fraud in managing village fund frequently occurs. It happens not just by the will of village head to steal people’s money, but because of the low quality of Human Resources that village apparatus have about implementation of Village Law Number 6 Year 2014 so the management of great village fund is not effective and efficient.

“from about 72.000 villages in Indonesia, 900 villages head are now in jail. This happened because they managed the fund that keeps increasing every year in wrong way. So if you ladies and gentlemen do not have enough knowledge, there is a chance you will end up like them.”Said Paul Liyanto.

Furthermore, Senator who familiarly greeted as Pak Abraham ini, in his capacity as “Ketua Pembina/Governing Board Chief” of TLM Foundation, persuaded all village heads and apparatus who were present in every meeting to support TLM Foundation current work program as a foundation’s concern for village government and community that are willing to learn to achieve their purpose that is the improvement of community’s welfare.

Abaraham Paul Liyanto also took time to visit some villages, met with village people and discussed and listened to their aspiration. Those village are TLM Foundation Assisted Village; Eno Nabuasa and Kiubaat in TTS, Maubesi,Lidamanu and Kolobolon in Rote Ndao. Those villages has been assisting by TLM Foundation with some community empowerment programs like Productive Garden, Water Project with hydram technology, Post-harvest food processing, and Home Industry.

Swengly Pello, Central Rote Sub-district Head, in his welcoming speech expressed his gratitude to TLM for contributing assistance in helping government, especially in his region.

“Training provided by TLM is a care that needs to be appreciated and thanked. It is really helpful for sub-district government, especially our area, Central Rote. It is not just productive garden we are taught but we are also trained about the application of Village Information System (SID), Village Finance System (SISKEUDES), Village Law, home industry, and sanitation where those program suit our programs.” Said The Sub-district head.

Kegiatan Yayasan TLM di fokuskan di dua desa yaitu Desa Maubesi dan Desa Lidamanu dengan program; Kebun Produktif, Pelatihan Undang-undang desa No.6 Tahun 2014, Pelatihan home industry dan bantuan fisik pembuatan irigasi dengan menggunakan teknology hydram.

TLM Foundation work focuses on two villages that are Maubesi and Lidamanu with program applied are; Productive Garden, Village Law Number 6 Year 2014 training, Home Industry, and physical assistance of irrigation establishment using hydram technology.

Furthermore, Pello hopes that TLM Foundation work programs, especially home industry, post-harvest food processing and sanitation are not only implied in village but also in sub-district area by involving all stakeholders like PKK (Welfare of Family Empowerment) and sanitation team can reach more people.

TLM-GMIT Saving and Loan Cooperative, First National Primary Cooperative in NTT

Tanaoba Lais Manekat GMIT Saving and Loan Cooperative (KSP TLM-GMIT) is one of unit business initiated by TLM GMIT Foundation under Synod of GMIT, work and serve society to improve society’s and congregation’s economy by giving business modal loan for small enterprise so they can escape poverty.

After a while, KSP TLM successfully changed their status from Provincial Primary Cooperative to First National Primary Cooperative in East Nusa Tenggara.  KSP TLM which previously was KSU (multi-business cooperative), was established by TLM Foundation in 2010 as a media of community economy empowerment in a small scale. In 2013, its article of association was changed to KSP that is located in Ahmad Yani Street No, 43, Oeba, Sub-district of Kelapa Lima, Municipal of Kupang, East Nusa Tenggara with Minister of Cooperative, small and medium enterprise’s ratification deed number 176/PAD/M.KUKM.2/XI/2013 and Saving and Loan Business License number 230/SSI/Dep.1/XII/2013.

Since the last three years, KSP TLM has been experiencing a significant growth it spread its wings by expanding service area and opening new branches in Palu, Central Sulawesi and Buleleng, Bali to reach small society. In 2018, KSP TLM plans to open new branch office in Sumbawa, West Nusa Tenggara. While in NTT province, KSP TLM has successfully opened 30 branches in Timor, Flores, Rote, Sabu and Alor Island, under the leadership of Management board who are Zesly N.W Pah as Executive Manager, Elvys Datty as General and Personal  Manager, Gratia Djami Yusuf as Operational Manager, and Ellen E. Loa as Finance Manager. Currently, KSP TLM has successfully hired 450 employees of central and branch offices.

During her bustle to prepare KSP TLM Annual Meeting on this coming Mei, Operation Manager, Gratia Djami-Yusuf explained that the service expansion is implemented to run the vision and mission of institution to serve and empower poor people, micro entrepreneurs in Indonesia to improve their welfare, especially for women.


Gratia Djami Yusuf who familiarly greeted as Ibu Grace said that KSP TLM through its well-managed management is open to learn new things and to keep innovating in order to adapt with market development. Since 2015, KSP has set a top program in serving business capital loan called SeSaMa (perSEkutuan uSAha bersaMA/literally translated as Joint Business Fellowship).

“this is a group loan program, could consists of 5 to 30 women. We serve women without discrimination of religion, ethnic and race. Total loan will be given according to business needs that run by group members. It starts from 2 million to 11,5 million. the installment is weekly installment for 47 weeks, so they have six days to develop their business,” explained Grace.

Furthermore, Grace also stated that the purpose of this program is to provide long term loan business capital for members who are business women, to exchange information about business and solution, to help each other to improving unity and comradeship of group and to have chance to learn about organization, leadership, and socialization of business women.

Until the end of March 2018, KSP TLM successfully served no less than 60.111 loan member through SeSaMa with 0% arrear.  While saving members reached 119.804 people with total saving Rp. 13.868 Billion. At the end of the March 2018, KSP TLM obtained Rp. 118.5 billion asset.

“Aside from SeSaMa group loan, we also serve saving, whether it is future saving (Deposit) or general saving in all branch offices. It has many purposes. For public, we provide business, education and many others loan depends on the need of clients. General saving service is done in SeSaMa weekly meeting while future saving can be done in branch offices. Our interest rate is higher than market interest without discounted administrative cost, and it is beneficial for the clients.” Said Grace.

One of KSP TLM Branch Head who placed in Baun Branch, Marten Petrus Sanam in his office at Jl.H.R Koroh, Sikumana, last week said that his enthusiasm in managing and developing branch entrusted to him grows when he achieves the target and it is also based on motivation to serve sincerely. He believes it all will bring welfare for staff and members.

“Our service is wide enough, so what I can do is to keep encouraging them to do socialization, be quick in serving loan submission, add member, serve friendly and full of love and also to visit members who already finished their repayment to do top up.” Said Marten.

During his leadership as a branch head, Marten, a father of two children show his gratitude to be a part of KSP TLM. He has chance to develop himself, serve many people, lead and managing branch with a huge responsibility, but he does everything wholeheartedly, it brings blessing for his family. He hopes that KSP TLM will keep improving with its SeSaMa program, so there will be more people to served and become prosperous, so TLM can be a home for staff and society where the members can achieve their welfare.

One of SeSaMa member of Baun Branch, Welmince Humau-Amnesi, who is a leader SeSaMa SADAR FATUN, was interviewed after SeSaMa meeting in Fatun, Naioni, Kupang district expressed her gratitude to God because through this program she can develop her business and finally be able to buy a motorbike, build a house, and send her kids to school. Aside from that, she has become a blessing for her neighbors.

“My business is selling vegetables in Naikoten Market. Previously, I only stayed at home until harvest time. But after a meeting with Ibu Selvy (Selvy Missa, KSP TLM staff), she persuaded me to find a friend and form a group so I can get capital loan. In the beginning, our group only consisted of 5 members. It was 2015, finally I could get business capital and I have been selling vegetables since then. Praise The Lord, in my third loan, I could buy a motorbike. Now I am in my fourth loan and I can build my permanent house. Two of my children can go to school. Previously, other two of my kids should dropout from Primary School and Junior High because I was not able to pay for their school. My neighbors can see the result from my experiences now we have more members. We were 5 and now we are 20. Thank you so much TLM” told Welmince
