From 2019 until 2024, the TLM Foundation has been implementing community empowerment programs in Alor Regency. These strategic programs aim to increase knowledge among target service groups, improve the community's economy, and foster an entrepreneurial spirit, thereby achieving social and economic transformation to raise the living standards of service communities in line with the vision of the TLM Foundation.

The TLM Foundation's work programs include Village Advocacy, training, and technical assistance in organic agriculture and livestock, household industry training, water infrastructure improvements, support for Village-Owned Enterprises (BUM Desa), and a new program launched in 2022 focusing on Stunting Prevention and Disaster Risk Reduction.

The TLM Foundation, in partnership with the Department of Community and Village Empowerment (PMD) of Alor Regency, actively socializes and provides technical assistance related to implementing Village Law No. 6 of 2014 to village officials across Alor Regency. In addition to socialization, the TLM Foundation also assists in preparing annual plans and budgets and budget accountability under the law. Similar training was also provided to GMIT pastors in the Alor district to support the government in implementing village funds.

In 2021, the TLM Foundation established the Village Government Communication Forum (FORKOMDES), consisting of 136 village heads in Alor Regency. This forum serves as a platform for learning and sharing information on implementing village law.

TLM Foundation also provides organic technical assistance to community groups in the agriculture and livestock sectors in Likwatang Village, North Central Alor District, and Pailelang Village, Southwest Alor District. The training covers good farming practices, organic fertilizer production, basic financial management, and sales techniques. Participants also received broiler chickens to raise and sell. The goal is for these groups to produce healthy, competitive crops and sell them independently.

Additionally, the TLM Foundation provides training and support for weaving groups and home industries to help them develop their businesses. Assistance in the form of equipment and materials is provided according to their needs.

A partnership with Tribuana Kalabahi University was established to enhance the capacity and productivity of home industry (IRT) entrepreneur groups in 10 KBPM villages. The TLM Foundation provides project funding, while Tribuana Kalabahi University is responsible for facilitators and mentors. The production outcomes from these 10 groups were showcased at the Alor Expo 2022, demonstrating the positive impact of this program in promoting economic self-sufficiency within local communities.

In collaboration with village governments, the TLM Foundation has provided technical personnel to manage clean water projects, including irrigation systems in productive farming areas as well as the provision of clean water facilities and infrastructure for communities in Likwatang, Pailelang, and other villages in need.

Additionally, the TLM Foundation works with village governments to develop village-owned enterprises (BUM Desa) in the Pailelang and Likwatang villages. This support is provided to village officials, the Village Consultative Body (BPD), and selected BUM Desa administrators, focusing on BUM Desa governance training and the preparation of Budget Plans (RAB).

The Stunting Prevention and Disaster Risk Reduction Program is a three-year initiative conducted across all TLM Foundation service areas, including TTS, Rote Ndao, and Alor Regency. This program was initiated by the TLM Foundation in partnership with the government, the church, and donors to support government efforts to reduce maternal and child mortality rates, prevent stunting, and promote environmental sustainability and climate change mitigation strategies.

To bring the TLM Foundation's services closer to the community and align with the new organizational structure, all social and economic empowerment programs in Alor are now implemented by the TLM Foundation Alor Branch Office. The branch office is located at Lipa Pantai, Jl. Jendral Sudirman No. 85, Kalabahi Sub-district, Teluk Mutiara District, Kalabahi City, Alor Regency. The branch office structure consists of a branch head and staff. Currently, YTLM-Alor Branch is led by Rano Adu, S.Pd., who coordinates four staff members.

Before program implementation, the TLM Foundation first conducts work stages to formulate appropriate work programs tailored to the local community's needs. The stages include surveys, baseline data collection, Focus Group Discussions (FGD), socialization, and signing the MOU before program implementation.

Survey results, baseline data, and FGD outcomes are then analysed into a single work document. This document is then socialized with village communities and officials at the village and sub-district levels. The program socialization activities conclude with the signing of an MOU as a form of commitment from the village government to support program implementation. Currently, work programs have been implemented in 11 out of 153 villages in Alor Regency.
